Artisanal Gold Mining Threatens Riverine Communities in Guyana
›August 14, 2012 // By Keenan Dillard“Sometimes we make sure that we catch enough rainwater to use or we would have to search out the creeks to for water clean enough to drink,” said Guyanese villager Fabian George in a June interview with the United Nations University. The negative effects of a mining boom fueled by surging gold prices have become so widespread in the small South American country, which is about the size of Idaho, that the government has temporarily stopped issuing new gold and diamond mining permits.
The ban, which was announced on July 6 and is still in effect, will last until officials are able to complete a review “of the current management/oversight arrangement of river and tributary mining.” A statement released by the Guyanese Ministry of Natural Resources and Environment explained that “damage caused by increasingly irresponsible mining in Guyana’s rivers and tributaries,” has been a cause of major concern for citizens who depend on them to survive.
Guyana, a former colony of both the Netherlands and the United Kingdom, has a population that is predominantly split between people of African and East Indian descent who were recruited as indentured servants for the tea industry during the 19th century. Amerindians – indigenous Guyanese people – made up just nine percent of the population, as of the most recent census in 2002. A vast majority of Guyanese (71.5 percent) live in rural villages, most of which are located near the coastline. The remaining population resides in the capital, Georgetown, or one of four other urban centers.
While mining is responsible for just nine percent of the country’s GDP, it accounts for almost 60 percent of exports. Gold, bauxite (the precursor to aluminum), and diamonds are extracted and exported to countries including the United States, Canada, and the United Kingdom. In 2011 Guyana produced 363,000 ounces of gold, which represents a 23 percent increase since 2009 and can be attributed “to consistently active mining by small- and medium-scale miners that benefited from the continued increase in gold prices on the international market,” according to the U.S. Geological Survey. The Communities and Small Mining Initiative reports that more than 15 percent of Guyanese citizens economically depend on small-scale mining to support themselves.
Dredging the Jungle
These small-scale operations, also known as artisanal mines, generally employ rudimentary methods to extract and process minerals, as opposed to large scale industrial operations. As of 2011 there were less than 10 industrial-scale companies with any sort of presence in Guyana, while the number of licensed artisanal miners is more than 14,000, according to the government. Although the latter usually consists of just a few workers, they are also incredibly environmentally destructive.
The methods used most by artisanal miners in Guyana begin in one of two ways, according to the Blacksmith Institute: either large water hoses are used to quickly erode a plot of land or barges are used to dredge up sediment from the bottom of a river. Then, they “combine mercury with gold-laden silt to form a hardened amalgam that has picked up most of the gold metal from the silt. The amalgam is later heated with blow torches or over an open flame to evaporate the mercury, leaving small gold pieces.”
The environmental impacts of artisanal mining in Guyana are well-documented and include “drastic increases in the sediment content of river water, increased levels of mercury in river water, creation of artificial sandbars in rivers, deforestation and degradation of land fertility, and mosquito infestation and malaria,” according to a Harvard Human Rights Program study.
A report issued by the Guyanese Ministry of Natural Resources and the Environment last month noted that current environmental problems associated with mining operations include, “widening of the river channel[s] and weakening of soil at river banks resulting in toppling of trees into the river course, blockages and changes to the main river channels resulting in un-navigable channels in the dry seasons.” High levels of turbidity, which is a measure of water clarity, have resulted in the deaths of some fish species that serve as a primary food source for riverine Guyanese communities.
The health of Guyanese rivers and streams is of particular concern to the Amerindians who make up the majority of the population in Guyana’s hinterlands where most artisanal mining occurs. The Harvard Human Rights Program report points out that indigenous people, most of whom survive on subsistence agriculture, are disproportionately affected due to their dependence on waterways for food, transportation, communication, and sanitation.
Adapting to a “Changing World”
Over the past few months the environmental, social, and health effects caused by gold mining in Guyana has become serious enough to warrant a temporary governmental halt to the issuance of any new licenses. In the meantime, scientists employed by the Guyana Geology and Mines Commission are attempting to find a viable alternative to using mercury – the most damaging practice of artisanal miners – amid increasing pressure from the international community. In addition to polluting waterways and contaminating fish, mercury releases highly toxic vapors when it is burned away from gold, which can damage both internal organs and unborn children.
Damages from the run-away mining sector aren’t limited to the environment. The Amerindian Peoples’ Association in Guyana blames increases in prostitution, drug trafficking, and human trafficking on the country’s gold rush. According to the UN, “interior police investigated nearly 50 bush murders last year, about 40 more than normal, many from fights over gold and women or from drunken rum sprees by miners on time off.” Unlicensed mines and illegal aliens who cross the border from Brazil, compounded with a large smuggling operation that bypasses Guyanese gold taxes via Suriname, have left the government struggling to “enforce regulations, hire enough trained jungle mines inspectors, qualified geologists and other personnel to keep pace, and generally maintain order,” according to the UN.
On July 28, the Guyana Geology and Mines Commission issued a statement regarding the future of mining, and stressed the need to create a “holistic plan to have the industry adapt to a changing world.” For now it seems that complaints from Amerindian groups and other Guyanese citizens are the driving force in affecting change within the country, but opposition from interest groups such as the Guyana Gold and Diamond Miners Association is intense. The government has acknowledged international pressure too as a factor in its decision to suspend new permits and recently began a partnership with the United Nations Development Programme to develop a natural resource management plan. It remains to be seen exactly what measures will be taken to address the serious problems facing the Guyanese people as a result of gold mining, but given the strong economic imperative for artisanal miners and the severity of environmental and human health effects, action must be taken soon.

Linking Water, Sanitation, and Biodiversity Conservation in Sub-Saharan Africa
›July 25, 2012 // By Kate DiamondWater, poverty, and the environment are “intrinsically connected,” and the development programs targeting them should be as well, writes David Bonnardeaux in Linking Biodiversity Conservation and Water, Sanitation, and Hygiene: Experiences From sub-Saharan Africa, a new Africa Biodiversity Collaborative Group briefing. In a review of 43 programs across sub-Saharan Africa, including four in-depth case studies, Bonnardeaux finds that natural synergies between water, sanitation, and hygiene (WASH) programming and conservation work provide opportunities for greater effectiveness in addressing both.
Integrating WASH and Conservation: A Natural Match
“WASH interventions are generally reliant on natural resources and processes, whether indirectly or directly,” he writes, and “WASH services produce outputs that are potentially detrimental to the environment if not managed properly.” At the same time, poor ecosystem management can “threaten biodiversity and jeopardize the vital services that these ecosystems in turn provide to humanity, in the form of regulation of stream flow, erosion prevention, water filtration, aquifer recharge, carbon sequestration, wildlife habitat, outdoor recreation, and flood abatement.”
Given the connections between the two, WASH and conservation efforts would benefit from programmatic integration, according to Bonnardeaux. To bring the two closer together, he recommends three tools for policymakers and development programmers: integrated river basin management and basin planning; payments for watershed services (also known as payments for environmental services); and population, health, and environment (PHE) programming.
A Whole-of-Basin Perspective
“The causal link between WASH and ecosystem health and integrity is most accentuated when
dealing with freshwater ecosystems,” writes Bonnardeaux.
In Tanzania’s Pangani River Basin, one of his in-depth case studies, a growing reliance on hydropower, urbanization, and increased agricultural demand is altering a valuable ecosystem marked by endemism and iconic landscapes, including Mount Kilimanjaro.
In response, the government and international organizations are partnering through the Pangani River Basin Management Project to developing a greater understanding of the basin’s hydrology and ecosystem, how local populations interact with that ecosystem, and how potential development scenarios could impact the basin in the future. That knowledge, paired with an intensive training program for local water officials, is enabling stronger integrated resource management, which in turn could lay the groundwork for integrating WASH and conservation interventions, writes Bonnardeaux.
Economic incentives – in this case, payments for watershed services – offer another valuable tool for building support for conservation efforts, especially when upstream communities bear a disproportionate burden of safeguarding watersheds.
In South Africa, another case study country, “increased economic development and urbanization have taken its toll on” the country’s wetlands, while unemployment and poverty have remained a persistent problem in slum areas, writes Bonnardeaux. Through the government-run Working for Wetlands program, both the environmental and socioeconomic problems of development are being targeted for improvement. The program hires “the most marginalized from society” to clear wetlands of invasive plants in order to improve its natural filtration capabilities and, in turn, improves the quality of water feeding the burgeoning urban areas.
Although Working for Wetlands, now 17 years old, has been “hugely successful,” Bonnardeaux warns that such economic incentive programs are, more often than not, extremely difficult to carry out effectively. “While there is great potential for this incentive-based conservation approach,” Bonnardeaux notes, “the reality is there are many barriers to its effective implementation.”
Building Long-Term Support for Conservation With Near-Term PHE Successes
Building support for conservation can be a difficult task. The impacts of conservation programming are “often undervalued,” Bonnardeaux writes, in part because results tend to become apparent only over the longer term. By pairing conservation efforts with nearer-term programming, like PHE efforts targeting immediate health needs, development workers can foster the kind of local support that is essential for pursuing long term goals.
The Jane Goodall Institute’s Lake Tanganyika Catchment Reforestation and Education Project (TACARE), in northwest Tanzania, offers a case in point. Established in 1994, TACARE began as a conservation program meant to protect the areas around Gombe National Park, where Goodall first began her chimpanzee research in the 1960s. Local communities, however, were more interested in better health, “with an emphasis on clear water and reduction in water-borne diseases like cholera,” writes Bonnardeaux.
By adopting local health and poverty priorities, he writes, TACARE was able to establish trust and goodwill with the communities it served, which in turn enabled it to pursue longer-term conservation goals aimed at protecting the region’s natural biodiversity.
Bonnardeaux’s work shows that regardless of how policymakers choose to combine WASH and conservation goals, well-implemented integration can yield immense benefits for practitioners, funders, and local communities.
“Linking various sectors such as WASH, forestry, agriculture, population, and community development,” he writes, “can result in cost and effort sharing which in turn can increase the effectiveness of the project including improved conservation and improved livelihoods and health.”

Local Experts Needed to Protect Congo Basin Rainforests Amid Conflict, Development Challenges

This summer, the Democratic Republic of Congo (DRC) is expected to approve a new higher education strategy which the country has developed with the World Bank and other international donors. The shape of this educational reform initiative will be critical to Congo’s future in many ways. It could finally offer Congo’s long-suffering people a route into the 21st century. It will also help determine the future of the DRC’s forests.
Nearly half of the Congo Basin’s remaining rainforest is in the DRC – yet the critical role of Congolese experts in forestry, agricultural science, wildlife management and other rural sciences in protecting this forest is not widely recognized.
As one Congolese graduate student observed, the DRC has a “void” in agricultural and forestry research. Due to years of war and decades of economic crisis and mismanagement, most of Congo’s colleges and universities are severely underfunded and in disrepair. The country is short of experts who can investigate the ecology and economic potential of Congo’s forests and their biota, and provide an objective basis for setting priorities for protection and use of forest resources. While universities in Kinshasa and Kisangani do have some internationally funded programs to increase the number of biologists and other specialists, the number of graduates is nowhere near what is needed. Foreign scientists and consultants are not a substitute for Congolese experts.
Moreover, competent rural science graduates who can advise local farmers, communities and administrators on forestry, sustainable agriculture, wildlife management, and rural development issues are also desperately needed. The DRC’s national agricultural extension service, which should be integral to this process, has been broken for decades. A 1990 USAID report described it as underfunded, without the means to provide farmers with proven crop varieties and advice on agricultural practices, and tasked more with imposing particular crops on farmers and collecting taxes than helping them. There is little evidence that this has changed significantly since the end of the Congo war in 2003.

Alexandra Cousteau on the Global Water Crisis and Choosing Between the Environment and the Economy

“We have serious issues that we need to address, yet we’re largely unaware of them because water seems so abundant,” said Alexandra Cousteau in an interview at the Wilson Center. “That myth of abundance is finally reaching an age of limits.”
Cousteau spoke with John Milewski of the Wilson Center’s dialogue TV program, after an event on the recent global water security assessment by the U.S. intelligence community. She discussed the work of her organization, Blue Legacy, which seeks to raise awareness of the ‘global water crisis’ – from degrading quality to growing scarcity and the proliferation of water refugees.
Global Water Crisis
“Traditionally our understanding of the global water crisis has been very narrow,” said Cousteau. “We have talked about it mostly in terms of the very real water and sanitation crisis that is happening in the developing world.” Without minimizing the severity of the situation in developing countries or oversimplifying the tangled nature of their problems, she characterized these water and sanitation struggles as fundamentally “solvable.”
Cousteau argued that there are also substantial water problems in the United States. Pollution due to runoff and over-utilization of major riverways are threats that are much different from those in the past.
“In Nixon’s time, when he signed the Clean Water Act, it was because rivers like the Potomac were in such bad shape, and they could see it from their office windows,” she said. “But the threats to our water are different today…before, it was industrial effluent, and what we were putting in the water that we could see. The Hudson River would change color daily based on the paper mills and what color paper they were printing that day.”
Today, chemicals may impact water quality without changing the appearance of water: “You don’t see it, the water can be perfectly transparent.”
Blue Legacy Expeditions
Cousteau has taken two expeditions with Blue Legacy to highlight water issues around the world. The first in 2009 was global; Cousteau and her team traveled from India to Botswana and beyond. Throughout the voyage, she worked to make her travels accessible to the general public and was surprised at her success.
“It was an experiment, but it worked. And when we came back to the United States, we got a lot of feedback, and one of the things people said was, ‘Gosh, that was an incredible adventure, thanks for taking us along for the ride! Clearly, there is a global water crisis, now I understand that. I’m just so relieved it’s not happening in America.’ And I thought, ‘Oh my Lord, I guess we have an expedition to do in America!’”
Her 2010 North America expedition focused on issues ranging from the over-exploited Colorado River to the polluted Mississippi, and sought to make water problems personal “at a time when our demand on water is at a tipping point.”
The Environment and the Economy
Cousteau’s interview was particularly timely in light of global economic troubles which have led some to say the environment should take a backseat. Cousteau said this doesn’t have to be the case. She emphasized the interconnected nature of the environment and the economy, saying that policymakers don’t have to choose to focus on one or the other.
“We feel like we have to make a choice between the economy and the environment, and that’s a false dilemma. A healthier environment is a more prosperous economy. And when we fail to realize that we don’t have to sacrifice one to have the other, then I think we wind up sacrificing a lot of the quality of life and the opportunity that we take for granted.”

African Nations Pioneer Natural Resource Accounting With ‘Gaborone Declaration’
›June 20, 2012 // By Graham NorwoodIn a move with potentially substantial ramifications for future sustainable development, 10 African nations have agreed to begin assigning monetary value to the benefits provided by non-commodity natural resources, including ecosystems such as forests, grasslands, and coral reefs.
Botswana, Gabon, Ghana, Kenya, Liberia, Mozambique, Namibia, Rwanda, South Africa, and Tanzania each affirmed their support for the “Gaborone Declaration” during last month’s Summit for Sustainability in Africa, co-hosted by Conservation International and the government of Botswana. The goal, according to Botswanan President Ian Khama, is to include these new valuations in national accounting, providing policymakers a clear perspective on the costs and benefits associated with the development or conservation of their natural resources for the first time.
Coming just prior to the Rio+20 conference, the signatories said they hoped assigning calculable costs to resource usage would encourage more sustainable development by bringing hitherto “invisible” costs and externalities into the open and onto the balance sheet.
Though the challenges of properly assessing the values of various ecosystem services are understandably many, the potential benefits of natural capital accounting are substantial.
According to SciDev.Net, the World Bank’s Vice President for Sustainable Development Rachel Kyte spoke in support of the declaration at the summit. She pointed out, for example, the advantage of knowing that a hectare of mangrove trees in a certain region of Thailand has been calculated to provide approximately $16,000 of flood protection when considering whether to clear-cut and sell the raw wood (worth about $850), convert the region into a shrimp farm ($9,000), or preserve it.
Such accounting may be particularly beneficial to the Gaborone signatories and other African nations, given growing concern among experts about foreign investment in land, natural resources, and even water on the continent.
But the declaration – and the very idea of natural capital accounting – is not without controversy.
Some argue that commodifying such resources will actually encourage their destruction rather than protect them by ascribing monetary values to previously free and shared resources, thus advantaging richer stakeholders and nations at the expense of poorer ones. As Hannah Griffiths of the UK-based World Development Movement recently wrote in The Guardian, “the result [of natural resource accounting] would be the further privatisation of essential elements of our planet to which we all share rights and have responsibilities.”
Along these lines, Nigerian environmental activist and chair of Friends of the Earth International, Nnimmo Bassey, has voiced his strenuous opposition to the plan made at the summit. “This declaration is blind to the fact that the bait of revenue from natural capital is simply a cover for continued rape of African natural resources,” he said in SciDev.
However, the signatories of the Gaborone Declaration dismissed these concerns and pointed to the value of natural resource accounting for sustainable development.
“Africa is where sustained and sustainable economic growth and stewardship of natural wealth become one and the same thing,” said Kyte at the summit. “By endorsing natural capital accounting as a tool for delivering on more inclusive green growth, Africa is showing the way for the rest of the world.”
Conservation International CEO and Chairman Peter Seligmann agreed, calling the declaration “a very big deal, a very big moment, and a big step forward.” He connected it to the imminent Rio+20 conference as well, saying the pledge is “truly a beacon on the hill for the rest of societies” and that “it will be held up on top of that hill in Rio de Janeiro.”
Indeed, the World Bank has listed natural capital accounting as one of six key issues for Rio+20, and in a report last month titled Inclusive Green Growth: The Pathway to Sustainable Development, noted that “it is vital that economic values for environmental assets be comparable to other economic values.”
The World Bank has already made significant progress in promoting the practice through its Wealth Accounting and the Valuation of Ecosystem Services (WAVES) global partnership, encouraging at least 24 countries to use some form of natural resource accounting to date. WAVES aims to sign up 50 more nations and 50 private corporations beginning at Rio+20, as a part of its “50:50 Campaign.”
WAVES and the Gaborone Declaration show that natural capital accounting is gaining momentum as a means to incentivize more sustainable development. The international news media is beginning to take notice as well. The results of the Rio+20 conference will be a good opportunity to gauge just how far the idea has come and what the extent of its future application might be.

PHE and Community-Based Adaptation to Climate Change: Stronger Together

Bringing Environment and Climate to the 2012 Population Association of America Annual Meeting
›June 5, 2012 // By Sandeep BathalaOver 2,100 participants attended the 2012 Population Association of America (PAA) annual meeting in San Francisco this May. PAA was established in 1930 to research issues related to human population. This year, for the first time, the meeting featured a notable contingent of demographers, sociologists, and public health professionals working on environmental connections.
I followed as many of the environment-population discussions on newly published or prospective research papers as possible (about 20 in total). I found four papers particularly noteworthy for the connections made to women, family planning, and climate change adaptation.
Samuel Codjoe of the University of Ghana spoke about adaptation to climate extremes in the Afram Plains during one of the population, health, and environment (PHE) panels organized by Population Action International. Although developed nations are historically the major contributors of greenhouse gases due to comparatively high levels of consumptions, developing countries are the most vulnerable to the consequences of climate change – in part because of continued population growth. As a result, adaptation strategies in countries like Ghana are particularly important; and given women’s often-outsized role in water and natural resource issues, a focus on gender-specific adaptation even more so.
Codjoe presented an analysis of preferred adaptation strategies to flood and drought, broken down by gender and three common occupations – farming, fishing, and charcoal production). He said he hopes his assessment – part of a collaborative research effort with Lucy K.A. Adzoyi-Atidoh of Lincoln University – will aid in the selection and implementation of successful adaptation options for communities and households in the future.
“Understanding differences in the priorities that women place on adaptation may prove to be important in the effectiveness of climate change adaptation – and the sustainability of communities,” he said.
David López-Carr of the University of California, Santa Barbara, speaking on behalf of a group of researchers with World Wildlife Fund, teased out the gender dynamic further when he presented on ways to help the conservation sector determine next steps for existing PHE projects. Practitioners from seven of the eight PHE projects currently implemented by conservation organizations (defined by having been involved for at least three years in bringing family planning to local communities) recently said the links to women’s empowerment were among the most important aspects of successful projects.
López-Carr therefore emphasized the need for additional research on how PHE projects can support and empower women, both economically and socially. He also noted, like Codjoe, the potential impact women often have on the management of their community’s natural resources, saying this was another area where research on the empowering effect of PHE programs can provide further backing for integrated programs.
Karen Hardee of Futures Group spoke about how the experiences of integrated PHE projects, despite most not being designed to respond to climate change specifically, have lessons to offer climate change efforts. Her work was done in partnership with the Population Reference Bureau, Population Action International, and U.S. Agency for International Development. She concluded that community-based adaptation approaches should consider population dynamics in vulnerability assessments. Meeting unmet need for family planning, she said, can assist communities adapting to climate change by building resilience. And as result, “PHE approaches should be able to qualify for funding under community-based adaptation programs.”
Shah Md. Atiqul Haq of the City University of Hong Kong presented research he conducted in Bangladesh that found that women tended to feel that a large family size was not advantageous during floods. This, he said, was indicative of their increased understanding of vulnerability and an endorsement of providing knowledge and access to family planning services as part of climate change adaptation strategies.
The inclusion of more environment, and particularly PHE, related presentations at this year’s conference was good to see – perhaps a sign that demography is becoming a more complex and comprehensive field, with a focus more on population structure and its interactions with other issues, rather than a singular fascination with growth.
In particular, panelists showed that the nexus between demography, gender equity, and climate change continues to grow in importance, both in the research and practitioner communities.
